House Advances Trump-Backed Bills After GOP Proxy Voting Deal

House Republicans are set to move forward with two key pieces of legislation supported by President Donald Trump following a resolution on proxy voting for new parents.

After weeks of procedural deadlock, House Speaker Mike Johnson, R-La., and Rep. Anna Paulina Luna, R-Fla., have reached a compromise on the contentious issue of proxy voting for new parents in Congress. This agreement paves the way for the House to vote on two significant bills this week: the Safeguarding American Voter Eligibility (SAVE) Act, proposed by Rep. Chip Roy, R-Texas, which mandates proof of citizenship for voter registration, and the No Rogue Rulings Act (NORRA) by Rep. Darrell Issa, R-Calif., aimed at restricting district court judges from issuing nationwide injunctions against Trump administration policies.

The standoff, which halted normal House operations, was resolved through the revival of an old congressional practice known as ’live/dead pairing.’ This method allows an absent member’s vote to be offset by an opposing vote, with both votes being recorded but not counted. This solution was particularly important for new parents, as highlighted by Rep. Luna’s efforts to support them.

Speaker Johnson’s office also confirmed plans to enhance accessibility for young mothers in the Capitol, signaling a move towards a more family-friendly legislative environment. The resolution of this issue was credited to President Trump’s guidance, with Rep. Luna stating that this could lead to the most modern, pro-family Congress to date.

The successful negotiation not only clears the path for the SAVE and NORRA Acts but also comes at a time when the House is preparing to address broader legislative priorities, including a reconciliation framework from the Senate that will influence policy on defense, energy, border security, and taxes.
