Federal Judge Blocks Trump's Voter Integrity Order Amid Widespread Public Support

A federal judge in Washington, D.C. has blocked a segment of President Donald Trump’s executive order on election integrity, despite significant public support for the measures, as indicated by a recent Gallup poll.

Judge Colleen Kollar-Kotelly of the U.S. District Court for the District of Columbia ruled against a portion of the order that would have required proof of citizenship to register to vote. This decision comes less than two weeks before the 2024 election, and amidst a Gallup poll showing 84% of U.S. adults favoring voter ID requirements and 83% supporting proof of citizenship for first-time voter registration. The support spans across political lines, with 67% of Democrats, 84% of Independents, and 98% of Republicans endorsing voter ID, and similar figures supporting citizenship proof.

Kollar-Kotelly argued that the Constitution assigns election regulation authority to Congress and the states, not the President, thereby questioning Trump’s authority to issue such an order. She noted ongoing congressional debates on related legislation, specifically mentioning the Safeguard American Voter Eligibility (SAVE) Act recently passed by the House. This act, requiring proof of citizenship for federal election registration and the removal of non-citizens from voter rolls, awaits Senate approval before it can reach Trump’s desk.

Rep. Chip Roy, the bill’s sponsor, emphasized the importance of the SAVE Act in maintaining election integrity. Meanwhile, state legislatures are also active on this front, with five states enacting voter ID requirements in 2025, and one mandating proof of citizenship for registration. Additionally, 25 states are considering similar citizenship proof mandates, and 40 are contemplating voter ID legislation, according to Voting Rights Lab.
